Kunnen we toekomstige ontwikkelingen op een slimme manier plannen? En hoe kunnen we inspelen op nieuwe bouwprojecten zodat de nodige voorzieningen aanwezig zijn en er rekening gehouden wordt met de ruimtelijke nood en draagkracht van de buurt? In het project Slim Ruimtelijk Plannen onderzoeken we hoe de stad zich hiervoor kan organiseren.</p> </div> <div class="paragraph paragraph--type--text paragraph--view-mode--full"> <h3><span><strong>Waar ruimte beschermen en creëren? En waar verdichten?</strong></span></h3><p><span>De druk op de ruimte in Vlaanderen is bijzonder groot. We moeten onze ruimte dus verstandig gebruiken. In de bebouwde gebieden betekent dat meer doen met de beschikbare ruimte: aandacht hebben dus voor ruimtelijk rendement. Tegelijk willen we onze open ruimte beschermen.</span></p><p><span>We willen overal de gepaste keuzes kunnen maken:</span></p><ul><li><span>Sommige buurten zijn heel dicht bebouwd en hebben nood aan extra groen, handel of voorzieningen zoals dokterspraktijken of crèches.</span></li><li><span>Andere buurten bieden dan weer kansen om te verdichten met extra woningen. Daarbij is het belangrijk dat de ondersteunende functies niet achterblijven en er voldoende kwalitatief groen overblijft.</span></li><li><span>In en tussen de verschillende buurten proberen we ons zoveel mogelijk duurzaam te verplaatsen naar scholen, kantoren, winkels, ... Dat kan het best als deze voorzieningen voldoende nabij zijn.</span></li></ul><p><span>Binnen het project Slim Ruimtelijk Plannen verkennen we daarom de noden waarmee toekomstgerichte stadsontwikkeling rekening moet houden.</span></p><h3><span><strong>Informatie voor de stad, de buurt en de initiatiefnemer</strong></span></h3><p><span>Burgers willen een overheid die bewust handelt, die weet waar de buurt nood aan heeft en daar actief op kan sturen. Tegelijk willen we deze informatie delen met wie er nood aan heeft: de buurtbewoner en de opdrachtgevers van bouwprojecten.</span></p><p>Daarom moeten we ruimtelijk plannen op een slimmere manier.</p><p><span>We zoeken naar een manier om:</span></p><ul><li><span>permanent zicht te krijgen op het huidige ruimtenood, het ruimtegebruik en de ruimtelijke structuur van een buurt</span></li><li><span>te simuleren welke impact toekomstige plannen hebben op deze kenmerken van de buurt</span></li><li><span>dit inzichtelijk te maken voor diverse doelgroepen </span><span lang="NL">met verschillende visualisatiemethodes toegepast op specifieke problematieken</span></li></ul><h3><span><strong>Standaarden voor data en digitale architectuur</strong></span></h3><p><span>Gent staat uiteraard niet alleen voor deze uitdagingen. Samen met andere steden, gemeenten en bedrijven ontwikkelen we de nodige standaarden, in nauwe samenwerking met de Vlaamse overheid.</span></p><p>We doorliepen een <a href="https://data.vlaanderen.be/standaarden/applicatieprofiel-ruimtelijke-indicatoren">OSLO-traject</a> om een standaard voor Ruimtelijke Indicatoren te ontwikkelen, die op 5 december 2024​ officieel werd erkend.  </p><p>In de schoot van dit OSLO-traject werkten we samen met andere lokale besturen, de provincies, Departement Omgeving en Digitaal Vlaanderen aan een perceelblokkenkaart voor gans Vlaanderen. Sinds 22 april 2025 wordt deze <a href="https://www.vlaanderen.be/datavindplaats/catalogus/perceelblokkenlaag-toestand-21-02-2025">perceelblokkenkaart</a> door Digitaal Vlaanderen jaarlijks beschikbaar gesteld op de datavindplaats.</p><p>We voltooiden een <a href="https://vloca-kennishub.vlaanderen.be/VlocaTraject/Slim_Ruimtelijk_Plannen">VLOCA-traject</a> om een gedragen referentiekader te hebben, dat bestaat uit principes, concepten en architectuurcomponenten. </p><h3>Uitwerking in 3 use cases</h3> </div> <div class="paragraph paragraph--type--container paragraph--view-mode--full Bijdragen</strong></span></p><p>We ontwikkelen een tool om snel inzicht te krijgen in de bestaande en toekomstige behoeften van een buurt aan parken, kinderopvang, enz. </p><p> </p> </div> </li> <li> <div class="paragraph paragraph--type--text paragraph--view-mode--default"> <p><strong>Monitor voor de Bouwshift</strong></p><p>We bouwen een monitor die de kenmerken van een buurt door de tijd heen in kaart brengt, zodat we ons beleid rond de bouwshift kunnen sturen en aanpassen. </p> </div> </li> <li> <div class="paragraph paragraph--type--text paragraph--view-mode--default"> <p><strong>Slimme
