In it, we explore the social and economic potential of Open Data.</p> </div> <div class="paragraph paragraph--type--text paragraph--view-mode--full"> <h2>What is the goal?</h2><p>Open Data offers many possibilities. However, today it does not yet fulfil all its promises. In the LODE project, we investigate why this is the case and what we can do about it.</p><p>We want to discover how Open Data can make a difference in the next 10 years. To find out, we analysed the policies of other European cities, conducted a survey and conducted interviews.</p> </div> <div class="paragraph paragraph--type--text paragraph--view-mode--full"> <h2>What are the results?</h2><h3><strong>Challenges</strong></h3><p>The study reveals some challenges for Open Data. For instance, there is currently <strong>little visibility on data needs and requirements</strong> and <strong>realised added value</strong>. Because of that, Open Data is mainly determined by the providers and is treated as rather non-committal.</p><p>Moreover, a <strong>clear (supra-local) vision</strong> around Open Data is lacking. If we clearly define roles and responsibilities, we will counter the prevailing non-committal attitude. Furthermore, investments are needed in the capacity of the Open Data operation.</p><h3><strong>Recommendations</strong></h3><p>To solve the challenges, the report provides a series of recommendations. These are addressed to <strong>local governments</strong> and linked to advice for <strong>supra-local government</strong>.</p> </div> <h2>The report in a nutshell</h2> <dl class="accordion"><div property="mainEntity" typeof="Question"><dt class="faqfield-question" property="name"><h3><button class="accordion--button" aria-expanded="false" aria-controls="accordion--multiple--content--faqitem--3--1"> What did we do? </button></h3></dt><dd class="faqfield-answer" property="acceptedAnswer" typeof="Answer"><div class="accordion--content" id="accordion--multiple--content--faqitem--3--1" aria-hidden="true" hidden="hidden" property="text"><p>Cities collect a lot of data. That data can mean a lot when we share it with citizens, businesses, education and other public authorities. <strong>In the future, we want to do that more effectively</strong>.</p><p>How can we do that? But:</p><ul><li>Visitors <strong>do not always find the data they are looking for</strong> there.</li><li>The <strong>quality</strong> of the data is too low sometimes.</li><li>Sometimes (too) many <strong>edits</strong> are still needed on the data.</li></ul><h4><strong>What preferences do users have?</strong></h4><ul><li>Users prefer <strong>quality</strong> to quantity.</li><li>They want to be able to <strong>collaborate</strong> with cities.</li><li>Datasets should be <strong>policy-relevant</strong>, rather than released ad hoc.</li></ul><h4><strong>What data do users find interesting?</strong></h4><ul><li>High demand for <strong>data on mobility and environment</strong>.</li><li>These themes are very much alive in Europe in the ‘<strong>twin transition’</strong>, or the interplay between digitalisation and sustainability.</li></ul></div></dd></div><div property="mainEntity" typeof="Question"><dt class="faqfield-question" property="name"><h3><button class="accordion--button" aria-expanded="false" aria-controls="accordion--multiple--content--faqitem--3--4"> Solution: what can we do? </button></h3></dt><dd class="faqfield-answer" property="acceptedAnswer" typeof="Answer"><div class="accordion--content" id="accordion--multiple--content--faqitem--3--4" aria-hidden="true" hidden="hidden" property="text"><h4><strong>Increase data quality</strong></h4><p>Data quality needs to be higher. <strong>Today, cities typically publish data alone and ad hoc</strong>. This casual approach does not produce enough quality data. Cities should therefore <strong>choose datasets to publish in high quality</strong>.</p><p>This does not preclude cities from publishing lower-quality datasets. This allows visitors to <strong>see what is possible</strong>. We do then communicate clearly about the quality.</p><h4><strong>Go for targeted impact</strong></h4><p>Cities and partners must <strong>clearly state where they want to make a difference with Open Data</strong>. We align those choices with our policy objectives.</p><h4><strong>Work together within the city</strong></h4><p>Cities still do not cooperate enough with others. As a result, the story soon stops with putting data online. <strong>Open Data is a dialogue, not a one-way street</strong>. Working together with others ensures that data can really make a difference.</p><h4><strong>Invest in Open Data</strong></h4><p><strong>Open Data costs time and money</strong>. As a city, we need to organise ourselves effectively. A focus on quality, collaboration and the link to policy goals strengthens that need.</p><h4><strong>Work together with other local governments</strong></h4><p>The <strong>potential grows when multiple cities work together </strong>around datasets. We therefore reach out to other cities to combine local data.<span> </span></p><h4><strong>Use scale as a catalyst</strong></h4><p>Economic added value on a larger scale requires cooperation, coordination and promotion at a higher level. This can be Flemish, Belgian or even European.</p></div></dd></div><div property="mainEntity" typeof="Question"><dt class="faqfield-question" property="name"><h3><button class="accordion--button" aria-expanded="false" aria-controls="accordion--multiple--content--faqitem--3--5"> What’s next? </button></h3></dt><dd class="faqfield-answer" property="acceptedAnswer" typeof="Answer"><div class="accordion--content" id="accordion--multiple--content--faqitem--3--5" aria-hidden="true" hidden="hidden" property="text"><p>With the final report now in place, the LODE project is entering its final stages. These are as follows:</p><h4><strong>Drafting roadmap</strong></h4><p>Based on the final report, we made a practical roadmap. It is a <strong>user-friendly tool tailored to Flemish local governments </strong>with insights, lessons learned and recommendations.</p><h4><strong>Test case(s) Open Data offer</strong></h4><p>Based on the findings and recommendations from the report, we elaborate a few test cases. Here, we <strong>use Open Data according to what we learned</strong> from the report.</p><h4><strong>New Open Data policy</strong></h4><p>The cities of Ghent and Bruges are each developing a new policy on Open Data.
